The Wind Across the Pier was inspired by the song's lyrics, which require reading between the lines: the man standing on the quay returns to the quay where he once came, presumably to heal the wounds of a broken heart, and where the female protagonist must have been friends with him, making it a place of memories for the protagonist.
However, despite her wishes, she has not yet reached the stage of a romantic relationship with her boyfriend, and she can only gaze at him from afar, and this distance symbolizes her conflict.
This scene is said to have been modeled after Harumi Pier, and the actual scene of Harumi Pier is depicted with howling winds blowing.
